We, Cairn Homes Properties Limited, intend to apply to An Bord Pleanála for permission for a Strategic Housing Development at this site of c. 5.45 ha. in the townland of Wetland, Callan Road, Breagagh Valley, Kilkenny, Co. Kilkenny. The site is bound to the north east by the inner relief road, to the north and west by existing single storey houses which front onto the Poulgour Road, Burrell’s Walk immediately adjacent, a further residential development known as Margaret’s Field and Seville Grove are located immediately to the south of the subject site.
The proposed development will consist of the following:
• Construction of a residential development of 183 no. residential units comprising one apartment block containing 17 no. 1-bed and 15 no. 2-bed apartments, five duplex blocks containing 32 no. 2-bed and 32 no. 3-bed units, 67 no. 3-bed houses, and 20 no. 4-bed houses (with the development ranging in height from 2-4 no. storeys);
• The provision of 320 no. car parking spaces and 224 no. resident bicycle parking spaces, along with 48 no. visitor bicycle spaces, bin stores, pumping station compound, and ESB substation;
• Three areas of public open space are provided throughout the site (one which includes a playground) which amounts to 0.806 ha, or 15% of site area;
• Private open space including balconies, terraces for apartments and duplexes; and gardens for houses;
• 920 sqm of communal open space is provided to serve the proposed apartment/duplex units;
• Vehicle, pedestrian and cycle access to the site will be provided at two locations, one to the northeast of the site from the new distributor road through College Avenue, and the second access point off the N76 Callan Road through the existing residential estate, Seville Grove at the southwest corner of the site;
• It is also proposed to relocate the existing pedestrian crossing at the roundabout of the William Robertson Way to a new pedestrian access to Burrells Walk to the south of the proposed apartment building;
• All other site works, landscaping, public lighting, boundary treatments and services provision to facilitate development, and all ancillary work
